Your Role as Debt and Treasury Program Manager: Join us in a pivotal leadership role overseeing the management of the Port's debt, cash, and investments. You will play a critical part in the process of issuing bonds and will perform the day to day management of the Port's $2 billion debt portfolio. You'll independently strategize and execute investment plans, ensuring optimal returns while maintaining compliance with laws and policies. As a subject matter expert, advise various departments on financial matters and manage banking contracts with precision.

Essential Job Duties

  • Help manage the Port's ongoing debt compliance obligations related to arbitrage, continuing disclosure, and expenditure of bond proceeds as required under SEC Rule 15c2-12, IRS Rules, and contained within bond documents and ordinances
  • Ensure all debt-related matters follow Federal regulations, Port policies, bond ordinances and other bond document requirements
  • Monitor existing debt obligations for refunding or refinancing opportunities
  • Be a primary liaison with the rating agencies on all bond issuances and during annual surveillance
  • Directly supervise the Senior Financial Analyst
  • Create and manage financial models to support capital financing decisions
  • Help develop, recommend and manage short and long-term project funding strategies for the organization, implementing the optimal utilization of debt
  • Help lead all aspects of financing, including issuances of new debt, refunding, and all other matters relating to debt obligations
  • Be a primary liaison with investment banking firms
  • Independently manage Commercial Banking, Merchant Services, Safekeeping (Custody), Trustee, and all other bank accounts for the Port
  • Manage liquidity needs to ensure adequate cash on hand to meet the Port's daily cash needs
  • Determine and execute fund movements to meet the Port's daily needs
  • Coordinate the approval and execution of electronic payments, monitor accounts for fraud, and monitor transactions for policy compliance
  • Determine daily cash balances available for investment and make investment decisions by purchasing securities for all Port and trustee-held funds
  • Report out monthly, quarterly, and annually (as required) on information related to debt and investments
  • Prepare and present presentations to Executive Team, Commission, rating agencies, and investors

Minimum Qualifications

  • Bachelor's degree in business, Finance, Public Administration or related field OR any combination of education and experience that demonstrates the ability to perform the job duties (required)
  • at least six (6) years' experience directly related experience with municipal debt issuances and post-issuance compliance obligations (required)
  • Management of cash and investment portfolios (required)
Preferred Qualifications
  • Master's degree in business administration and/or public administration
  • Certified Treasury Professional (CTP) credential
  • Certified Cash Manager (CCM) credential
  • Public sector experience
  • Supervision of employees in a financial capacity
  • Knowledge of Oregon Revised Statutes (pertinent to the position)
Skills & Abilities
  • Proficiency in Federal and State laws and regulations pertaining to debt and investments.
  • Experience in debt issuance, management, and continuing disclosure obligations, along with banking, investing, and portfolio management.
  • Exceptional attention to detail coupled with strong time management and organizational skills.
  • Outstanding verbal and written communication skills, capable of presenting information effectively across all organizational levels.
  • Sharp critical thinking and analytical abilities, adept at assessing risk and minimizing exposure through comprehensive analysis of debt financing instruments and investments.
  • Strong emotional intelligence, enabling effective communication and relationship management with diverse stakeholders, and facilitating successful leadership of direct reports.
  • Demonstrates a commitment to embracing diversity and fostering inclusivity within the workplace, valuing differences among individuals, and promoting an inclusive culture.

Supplemental and Selection Information

SELECTION PROCESS (tentative schedule):

  1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of April 29, 2024.
  2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
  3. Our goal is to schedule oral first interviews with candidates that successfully passed the SME evaluation step approximately the week of May 13, 2024.
