IMPORTANT INFORMATION
  • Working Condition: Remote > This position can be fully remote with some requirements for in-person work. You must be living in the United States to qualify for remote work.

  • This position is Limited Duration (LD), full time, and represented by SEIU.

  • This LD position is a project/grant position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

  • Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

WHAT YOU WILL DO

The person in this position will evaluate, design, and improve operational systems and processes within the Recovery & Resilience section. This includes developing and refining business processes, implementing technology solutions that enhance disaster recovery programs, and ensuring compliance with state and federal regulations. The role actively contributes to strategic planning and policy development to effectively address operational needs and legislative changes.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

    DISASTER RECOVERY & RELIANCE

    The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
