Rate of Pay: $30-$33/hr

POSITION SUMMARY:

This position conducts inspections of production activities, buildings, vessels, equipment, and facilities to identify potential personnel, fire, safety, and environmental hazards. Identified hazards and related analysis are then reported to facility supervisors and managers along with recommendations for corrective measures. In some cases the individual may intervene and stop production or other facility activities when imminent dangers are identified. The position responds to emergencies in buildings, yards, bays and/or on vessels involving fires, personal injuries, or security matters. Ensures a safe and compliant work environment through review, oversight and enforcement of company as well as all other applicable state and federal safety policies and regulations.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:(This list is not intended to detail all aspects of the assigned work but is representative of the job's overall responsibilities.)

  • Reinforces a strong safety culture in all activities to promote an injury free workplace.
  • Performs Shipyard Competent Person duties, if required at the facility.
  • Plans, organizes, schedules and conducts inspections of facilities, work areas and equipment. Monitors site conditions, practices and procedures for compliance with health and safety requirements. Assists in the solution development process, implementation of required actions and follows-up to ensure completion is accomplished.
  • Prepares and submits detailed reports to department managers on necessary actions to be taken or maintenance to be performed.
  • Acts as first responder and determines if and when to summon Emergency Medical Support, or local agency fire or police assistance.
  • Assists in the coordination of fire-fighting, evacuation and rescue operations in cases of fires or other disasters. Coordinates and assists with regular fire and disaster drills.
  • Operate, maintain, certify, inspect, calibrate and oversee installation of safety equipment.
  • Records data, writes reports, and compiles information necessary for statistical reports and analyses to include root cause analysis and solutions.
  • Orders materials and supplies as needed.
  • Demonstrates safe work practices and avoids unsafe behaviors
  • Perform additional functions to health and safety activities.
  • Coordinates safety activities, teaches worker safety and other related subjects.
  • Serves on safety committees as requested.
  • Administers first aid to accident victims.
  • Assists security when needed.
  • Coordinates and participates in all fire suppression training activities.
  • Extinguishes or attempts to contain all yard fires until outside assistance arrives.
  • Conducts ship and yard inspections to insure compliance with OSHA, WISHA and U.S. Navy regulations, if required by the facility.
  • Serves as backup for conducting new hire safety training orientation as well asrespirator- fit testing and annual refit.
  • Conducts and record Annual Fire Watch Training
  • Performs air monitoring in work areas plus personnel monitoring as needed, ensuring employees have the proper PPE.
  • Maintains air monitoring records, exposure levels and assigned PPE requirements in an organized and accessible system.
  • Other duties as assigned

JOB SCOPE:

The role operates within general parameter, but must use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence and recommend modifying existing protocols.

SUPERVISORY RESPONSIBILITY:None

INTERPERSONAL CONTACTS:The role coordinates efforts according to project manager demands, facility requirements, and regulatory requirements. Routinely communicates with hourly supervision and project management regarding conditions in the buildings, yards, or on the vessels. Must be able to influence without direct authority.

KNOWLEDGE SKILLS AND ABILITIES:

  • Ability to change employee behaviors to achieve organizational safety goals.
  • Ability to conduct inspections of buildings and grounds, interpret and explain safety codes and standards to staff, recognize fire and safety hazards, maintain and prepare records and reports, and recommend and monitor corrective actions.
  • Ability to read blueprints, vessel and building specifications, floor plans and similar materials.
  • Ability to analyze accident/injury data, determine trends, prioritize findings and present recommendations.
  • Ability to train and oversee employees in fire prevention and safety activities.
  • Ability to react and perform with sound judgment in emergency situations.
  • Ability to communicate effectively both written and verbal.
  • Ability to resolve disputes and to work under pressure of changing priorities.
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects.
  • Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency.
  • Comprehensive knowledge of Occupational Safety and Health Act (OSHA) standards relating to safety and apply them appropriately to varying work settings.
  • Comprehensive knowledge of modern methods, practices and techniques relating to employee safety and health and fire suppression.
  • Comprehensive knowledge of various computer technologies to include Microsoft Word, Excel, Outlook and PowerPoint.

EDUCATION AND/OR EXPERIENCE:

  • High School Diploma or GED Certificate is required.
  • 1-2 years of experience in any or all of the following areas required: fire inspection, fire prevention, employee safety and health, ergonomics and industrial environmental hazards or other closely related work experience.
  • Knowledge of basic first aid procedures is imperative.

Other requirements: Must possess a valid driver's license, be medically qualified to wear a respirator and able to obtain a satisfactory fit test for respirators.

  • Shipyard Competent person
  • EMT or equivalent
  • Experience working under Title 29 CFR part 1910 or 1915
  • Experience to include working in an ISO 9001/14000 certified environment, enforcement and interpretation of EPA, DOSH and OSHA Regulations

CERTIFICATES, LICENSES AND REGISTRATIONS:Must keep current certifications for First Aid, CPR, AED, and competent person training.

PHYSICAL DEMANDS:

  • Ability to navigate into areas where work is being performed to assess safety risks is required.
  • Must be able to walk to and from job sites.
  • The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights.
  • The incumbent must be able to frequently bend, squat, crawl, twist and may be required to lift up to 40 pounds.
  • May be required to work more than 8-hour shifts on first second or third shift and also weekends and holidays as needed.
  • The person may be required to work local waterfront jobs, out-of-town assignments and on vessels underway.

WORK ENVIRONMENT:

  • Work is conducted in a dynamic, fast-paced fabrication/shipyard setting with moderate to loud noise levels from production activity in the facility.
  • 20% office environment, 80% of time spent in production areas in facility.
  • While in production areas the person will be exposed to all weather conditions, noise, fumes, dusts and odors.
